Applying for and/or Renewing a License to Carry Firearms (LTC) or Firearm Identification Card (FID)
FIRST TIME LICENSE TO CARRY (LTC) APPLICANTS
Step 1
Mail or hand deliver the following to the attention of the Firearm Licensing Officer, Freetown Police Department, 15 Memorial Drive East Freetown, MA 02717:
An application packet consisting of the following:

- A completed and signed application form.
- Copies of two (2) items of personal identification. For example, your Massachusetts driver’s license or identification card, a certified copy of a birth certificate, or a U.S. Passport.
- Copies of two (2) items to verify residency – dated within the past 2 months. These items will have the applicant’s name and address, such as your tax bill, phone bill, utility bill or bank statement.
- A copy of your Massachusetts approved firearms-training or hunter safety course certificate (however, current members of the U.S. military or Mass. National Guard are not required to submit a certificate).
- For naturalized citizens, a copy of your Naturalization documentation.
- For resident aliens, a copy of your visa, or identification card (“green card”) containing the alien registration number, attesting to your permanent resident status as an alien in the United States.
- A non-refundable application fee of $100.00, check or money (no cash), made payable to the Town of Freetown. An application fee of $25 is applicable to retired law enforcement officers and officers from another agency.
Step 2
Upon receipt of the application packet, the Firearm Licensing Officer will review same for completeness and contact you to arrange for a personal interview and the taking of your photo and fingerprints. Please take the time to read the warning section below.
Note: Incomplete applications will be returned to the applicant.
FIRST TIME FIREARM IDENTIFICATION CARD (FID) APPLICANTS
Applicants must be 14 years of age or older
Step 1

- If the applicant is between the ages of 15 and 18 years, an authorization letter signed by the parent or guardian.
- A person who is 14 years of age may make application, however, the Firearm Identification Card (FID), if approved, will not be issued until such time as the applicant is 15 years of age.

FIREARM IDENTIFICATION CARD (FID) – RESTRICTED
CHEMICAL PROPELLANTS ONLY (MACE/PEPPER SPRAY)
APPLICANTS
Applicants must be between the ages of 14 and 17 to apply for the Firearms Identification Card Restricted to Chemical Propellant Only. This license is not available for issuance to applicants over the age of 17.

An application packet consisting of the following:

- A complete and signed application form.
- Copies of two (2) items of personal identification. For example, a certified copy of a birth certificate, or a U.S. Passport or, depending upon the age of the applicant, your Massachusetts driver’s license or identification card.
- Copies of two (2) items to verify residency – dated within the past 2 months. These items will have the applicant’s name and address, such as your tax bill, phone bill, utility bill or bank statement.
- For naturalized citizens, a copy of your Naturalization documentation.
- For Resident Aliens, a copy of your “green card” containing the alien registration number, attesting to your permanent resident status as an alien in the United States.
- A non-refundable application fee of $25.00, check or money (no cash), made payable to the Town of Freetown.

RENEWAL LICENSE TO CARRY (LTC) AND FIREARM IDENTIFICATION CARD (FID) APPLICANTS

Mail or hand deliver the following to the attention of the Firearm Licensing Officer, Freetown Police Department, 15 Memorial Drive East Freetown, MA 02717:
An renewal application packet consisting of the following:

- A competed and signed application form.
- Copy of your Massachusetts driver’s license or identification card or, if you do not have one, a certified copy of your birth certificate, or a U.S. Passport.
- Copy of your expired/expiring License to Carry (LTC) or Firearm Identification Card (FID).
- A non-refundable application fee of $100.00, check or money (no cash), made payable to the Town of Freetown. An application fee of $25 is applicable to retired law enforcement officers and officers from another agency, and $25 for persons under 18 years of age. There is no renewal fee for a person over 70 years of age.
- If you do not have an unrestricted license and are requesting one, you must submit a letter as described above in the “Licenses are issued with the following restrictions” section.

!!! WARNING !!!
License to Carry Firearms (LTC) and Firearm Identification Card (FID) applications include Question #4 which reads as follows: “Have you ever been arrested or appeared in court as a defendant for any criminal offense?”
The key word is “appeared”. Having been charged and convicted of a crime does not necessarily prohibit you from getting an LTC or FID. However, not answering truthfully will.
Understand that “appeared” includes all adult and juvenile appearances. It does not matter if you were found not guilty, or if the charges were dismissed, or if you received a continuance without a finding CWOF), or your record was sealed – you still have to answer “yes” to the question if you ever appeared in any criminal court.
If you have a sealed record, you also have to indicate this; we are notified of disqualifiers even if they are from a sealed record.
If you do not answer truthfully, we will find out.
We will not accept “I forgot,” “They told me it would not show up,” or “It never showed up before.” Remember: you are signing this application under penalties of perjury; you will be denied a license for any untruthful answer and you may face the possibility of prosecution.
